Who actually colluded with the Russians during the 2016 election

Mueller found evidence that affiliates of the Russian government repeatedly sought the audience and favor of Jared Kushner...[but] that Kushner rebuffed most of those overtures. The word 'most' should have been 'all' in that of the 265 references to Kushner throughout the report, the two time Kushner actually interacted with a Russian were;
1. a handshake at Washington’s Mayflower Hotel with Russian Ambassador Sergey Kislyak – whom Kushner did not recognize by name until after the election – and
2. the Trump Tower meeting with a Russian lawyer Natalia Veselnitskaya held on June 9, 2016

Emails released by Donald Trump Jr. reveal that his friend Rob Goldstone pitched the meeting at the behest of Veselnitskaya based on the promise of damning information on Hillary Clinton.

However, Veselnitskaya met with co-founder of Fusion GPS Glenn Simpson in a Manhattan federal courtroom immediately before this Trump Tower meeting. Veselnitskaya and Simpson also meet after the Trump Tower meeting. Fusion GPS is the firm run by Democrats, including Tony Podesta brother of Clinton's campaign manager John Podesta, and retained by the Democratic National Committee, DNC as well as Hillary Clinton’s campaign to develop opposition research on president Trump. Fusion GPS also commissioned the phony Steele dossier, a salacious and completely unverifiable immodestly known as pissgate. Veselnitskaya has said she sought the Trump Tower meeting in order to lobby the candidate’s team against Russian sanctions, but the initial approach included an offer of compromising information on candidate Clinton. Fusion GPS says it had no involvement in the meeting, but these meetings between Veselnitskaya and Simpson in such proximity to the Trump Tower meeting, as well as their paid involvement in the creation of the pissgate Steel Dossier.

The Mueller report never mentions Fusion GPS, which is mind boggling in light of everything known above, and especially in light of the fact that bank records show Fusion GPS was paid by a law firm for work on behalf of a Kremlin-linked oligarch while paying former British spy Christopher Steele to dig up dirt on Trump through his Russian contacts.
