Pennsylvania Reported 200,000 More Ballots Cast than People Who Voted. This is in addition to the tens of thousands of mail-in ballots that were returned before they were sent out, and the hundreds of thousands of completed ballots that were shipped from NY to PA before the election. Oh and the 2.5 million absentee ballots counted in PA even though only 1.8 million absentee ballots in total were sent out.
